Bob's practice is focused primarily on representing clients before the New Hampshire legislature, executive branch agencies, and the New Hampshire Public Utilities Commission. Bob represents clients in a wide variety of areas, including healthcare, religious institutions, utilities, public safety, and telecommunications.
Prior to joining Devine Millimet, Bob was the Assistant Commissioner of the New Hampshire Department of Safety, one of the largest executive branch agencies in New Hampshire. He served as an Assistant Attorney General in the Civil Bureau of the New Hampshire Department of Justice, and in that capacity he provided legal counsel and representation for a variety of state agencies in federal and state courts. He has handled a number of appellate matters before the New Hampshire Supreme Court, and has also has served on various state boards, including the New Hampshire Nuclear Decommissioning Finance Commission.
Bob is an adjunct professor of law at Pierce Law Center in Concord, where he teaches Lobbying and the Legislative Process.
